The primary goal of the CHAMP system is to connect all of the disparate players together who are currently using paper to administer and create titles, and to bring them together into a digital format that allows all of them to verify each of their individual pieces of information, ensuring that titles are actually issued cleanly and correctly the first time around.
How does CHAMP work with governments?
We work with government by looking at their large, expensive paper-based systems, which create friction for consumers and businesses whom the government aims to serve, and we make these systems more efficient by digitizing the paper-based process, transforming a static document into a living digital format that is ultimately much more efficient and cost-effective for governments, consumers, and businesses.
How does this process impact the states using CHAMP?
As CHAMP engages with states across the country, they consistently find that while states are eager to digitize current paper-based title processes for the efficiency gains it offers, constituents like consumers and businesses’ primary concern is security. Consequently, CHAMP built its system with a security-first mindset, recognizing both that states would not adopt the technology without robust consumer data protection and that the perception of paper being more secure is rapidly eroding in favor of digital, while also ensuring our solutions are architected for backward compatibility and integration with the varied existing systems that states currently utilize.

For the government or title issuing authority, not much fundamentally changes as they remain the final point of control before title issuance, with our role being merely to convert their existing paper-based process into a digital one.

For banks, insurance companies, consumers, car dealers, and manufacturers, however, reducing paper allows for a digital world associated with significantly less time and cost, enabling cleaner data use going forward, exemplified by public safety scenarios where a manufacturer conducting a recall can now instantly identify the precise vehicle owner with the press of a button, unlike the current paper and manual system which unfortunately leads to many recalled vehicles never being fixed.
